Keep the core, themes and plugins current, enforce strong passwords with multi-factor authentication, and keep tested backups. A neglected site on any platform is the real risk.

Usually one of four things: a host with insufficient resources, unoptimized images, too many plugins doing overlapping work, or no caching. They are worth checking in that order, because fixing images and caching on an underpowered host only masks the problem.

Security releases should be applied within days. Feature releases can wait a week or two so that plugin compatibility issues surface first. Whatever the schedule, take a backup immediately before updating and confirm the site loads afterwards.

It depends on who does the maintenance. Managed hosting bundles updates, backups and performance tuning, which is worth paying for if nobody on your team will do it. If you have someone technical, standard hosting with good resources costs less and gives you more control.

A builder is simpler and enough for a brochure site that rarely changes. WordPress is better when you publish regularly, need specific functionality, or want to be able to move the site elsewhere later. Portability is the difference that matters most over time.
